The object was built in 1918. It was built with the interest of Mr. Ali Asllani (Mayor at the time) and was financed by the merchants of the city. In addition to the functional side, the object also has great architectural values. The market and the clock are designed by Italian specialists. It has served as a landmark for the city and the commercial center. In this facility we have the introduction of new structures and technologies such as reinforced concrete and portland cement connectors. In 1996, the building was restored both in its interior and exterior facades. Of great architectural value in this monument is the presence of ornaments in the frames and rosettes with patriotic motifs, from which we highlight: the portrait of Skenderbeu with a view from the front of the building, and the double-headed eagle with a view from the east.

The building is built with a constructive system with reinforced concrete columns. The roof is constructed with reinforced concrete slabs, wooden roof with country tiles. The walls are brick and plastered with lime mortar.
